Pandemic Politics: Governors, Power, and Public Policy
Peter Federman, assistant professor of public policy at UMass Boston, looks at how COVID-19 shifted power from legislatures to governors, who issued more than 1,200 pandemic-related executive orders between February and June 2020. He asks why some states locked down hard while others barely did and whether the orders saved lives. His research on pandemic decision-making has appeared in Public Administration Review and Publius.
