Chris Edelson, a constitutional scholar and political science lecturer at UMass Amherst, discusses how emergency presidential power has evolved, how the framers meant to balance it against limits, and why that balance has eroded. Edelson taught for 16 years in American University's government department and is the author of three books on presidential power, most recently Above the Law? The Evolution of Emergency Presidential Power.
